Sth about Tempered Items

I don't seem to be able to create any tempered items but only weapons. Should this be that way ? Am i doing sth wrong or are the whole tempering just limited to weapons ?

my knowledge is limited, but as far as I can tell, yes it's limited to weapons. However, if you look at the read me, there are other things you can do with armors and such.
