D2NewStats is not generating bin file

There are any reasons why D2NewStats.txt is not become D2NewStats.bin?

My D2Mod.ini


[D2MOD]

NewTxt=NewTxt.dll
ExtLvl=ExtLvl.dll
D2ExpRes=D2ExpRes.dll
D2NewStats=D2NewStats.dll

EdiT: Looks like D2NewStats.dll is not loading in my win 7 for some reason (other mods which using this plugin also show no stats). Any ideas?
