Well the avoid on transmutation is random based on character level. Halls of Blind access points can show up on multiple floors throughout the church. It is random which floors it shows up

As for an idea to throw out there instead of vitality/energy elixers and the spectral elixer raising vitality/energy, how about picking some health/mana value and raising the value of that stat by 2? 3?

Very few mods let you make runewords in magic/rare items. The only one I know of is Zy-El. I kind of assumed everyone knew non magical socket items...
