Do I need to be past a certain level to create a unique charm? I put a charm, a doll, and 15 perfect emeralds in the cube but nothing happened when I clicked on transmute.

Well, at first I just wanted to see what would appear, but then I was trying for a Gheed's Grand Charm.
I am only at level 61 so far tho.
This was using the formula that is in the readme.html file.

gheed creating has been disabled many ersion before.cause of having much more then one due to cubing

No Gheed creating? Ok. I imagine I will get one eventually somewhere.
I would still like to know if it is possible to 're-roll' a charm to give it new / different mods, or are we limited to whatever we find.

Erm... sorry, I went to:

But, I did not see where it tells me how to recreate a charm. The only thing that looks like it may be applicable is the new magic item recipe: item + 2 charms, does this mean that I should put the charm I want to recreate in first, and then two others?
Also, on the page listed above it says to use black oils to socket items, isn't it pskulls?
