trying to find the hellfire torch

so i got diablo 2 and lod v1.10 and ar v1.10. i use the tp down to jail lvl 1 and go through the systems til i get to cave lvl 1 and i stumble across npc called lust, are these andariel's with different skins? since i dont find unique\champion andy in the underground passage 1 or 2. i've searched on norm\nightmare\hell didnt see andariel unique. but the lust npc drops alot of charms some unique some blue. is there a drop %?

AFAIK the torch isn't in the game until v1.11
