don't think the item is worth/strong enough to focus a character around.. you can get those oskills from another source.

I think a Sorc or an Assassin can make use of it but I still think it might be better to get that oskill from a different source.
An Enchantress can use that and Enchant can help with increasing the damage of the weaker Dire Wolves.
An Assassin that is based around the skill Venom and Blade Shield might do well. All stat points into Energy and d-stoning Poison % , Lightning %, and Physical % skill damage to weapon. Attack with Feral Rage and pick a different monster on each attack to let the poison take its course. But I think you would do better with a better weapon and get that from a different source.

You'll want a class with lots of buffs or utility skills that you can still use while shifted. A Barb or Assassin are probably the best ones, max Melee / Close Combat Mastery and invest the rest into buffs or summons and such (18 points into Battle Command for a Barb). Don't forget War Cry for the Barb. You'll want to wear gloves with oskill Werewolf as well, the Axe gives you Feral Rage to charge up your leech, but Fury (which you get on magic/rare gloves) will be the better main attack.
IMHO it's a useful build, but it won't be a real POWER build, since the Axe doesn't get nearly as much damage are a really good rare (with a higher damage base weapon).

What does the ilvl have to be on gloves to get any werewolf oskill? Or is it a unique glove?

The damage is just too low for a melee char. Point.
Get those oskills from gloves/boots/belts for example and build a char with a good weapon around it. That's going to be much more fun...

True but a Sorc that is going all energy and using Enchant to do the damage does not need a super high damage weapon. Feral Rage would be nice to help with leach. I would still look to get Werewolf from another source to get Fury. Yeah... that's true. I was talking about physical melee builds. Enchant is ofc different but even for that there are better options imho. The dire wolves would profit a lot from enchant but they won't live long enought in hell to really do decent damage. Even for that gloves with the werewolf oskills are better and then geht 1h+shield (for defensive reasons even though I'm not sure if you can block as a werewolf)
The thing is if physical damage is not the main criterion for the weapon choice then one handed + shield should almost always win.
