I would have gone with the first 4 options :mrgreen: because:

1 & 4. If it they spent all that time on extensive testing, that would mean a lot of new features (or dramatic structure change) and, as we know, in Blizz terms new features = new bugs. We'll have to wait and see.

2. My #1 option for modding is still v 1.10, mainly due to my interest in CE and thanks to all the CE knowledge on the Keep.

3. In my opinion, it's obvious that for Blizzard WoW is a priority, as opposed to DII LoD. I think whatever patch they release is now just a strategy to keep DII players on their toes until DIII is released. So I think it is an excuse.

So the way I see it, they delay the patch in order to take care of their profitable cartoony baby, :x they will try adding catchy features (and I think this time they took notes from mods and forums) to keep everyone keyed up until DIII, but with all the devs they have right now there may be even more bugs than ever. I'm thinking 1.13d...

The diablo 2 1.13 patch is developed by their stand alone team "legacy team". This team is responsible for all their outdated games. It's well known fact that starcraft patch delayed the developement of this patch and nothing else.

Personally I think it's just blizzards way of development, as they have stated about Diablo III it will go through a lot of testing first as with the 1.13 patch, they couldn't rush it and possibly kill off Diablo II by a bad/bugged patch now could they :P not with D3 knocking on the door!

But non the less we can guarantee there will be many many bugs/problems/exploits/hacks they will be needing to block.

Actually, iirc it was the Warcraft 3 patch that delayed the 1.13 patch
Although done for our needs, mod-makers should like these changes, too.

I think it is number 1. There are quite a few bugs that need to be fixed and they said about adding in new content (I wonder if they may try to implement some of the ideas for D3 to test on a broader market if it would work and not waste development time on D3) Likely with the new content new bugs will be found.

Blizzard stated that work is shifted between the 2 patches and, since Wow came first, DII is delayed.source here
The Now -
The Warcraft III patch is now on the Public Test Realm (PTR) and testing is progressing. Once that patch is released work can shift back to Diablo II and the 1.13 patch, and we'll be working to getting that patch up on its own PTR as soon as possible.
And then, after 3 months, what do you know?!
Update - 9/30

The Diablo II 1.13 patch is on temporary hold while we investigate potential impact on the Battle.net service. As we moved closer to launching the patch concerns grew that an increase in the player stash size (a feature in the patch) could compromise the Diablo II Battle.net service. The hardware and configuration could potentially not handle the increased stash size gracefully under heavy load. Currently we’re investigating potential impact as it is one of the larger content features in the patch and we’re hoping it can remain a part of the release. If it does have to be removed it will require additional time to remove it, generate new patches, and test, which will add time before we can go live on the PTR.
Of course there will be bugs, just like with any patch. I think Nefarius will have his work cut out for him. I can see it now: 'Fixed 1.13 txt files' or 'NOP the entire block from 6FC65220 to 6FC75220' :lol: Joking aside, I prefer waiting a little longer to having something like that. But not for WoW :x
Implementing new (bold even) features will indeed take a lot of time on testing. But I think this is the second reason for the delay and it is normal. I'm just not that keen on WoW...
