The game doesn't allow to many different monster to be in the game, try entering the level a few times.
use -direct -txt for testing, when you add the levels.txt to the patch, but just open Diablo without -direct -txt, you won't see your changes.
good luck

In most cases, you can also get by with chunking a few monsters in the S1-S25 columns in levels.txt where the Nests normally should go. To make those "extra" monsters spawn, you must set their eSpawnCol column in monstats.txt to 2 to do the trick.
I didn't come here to tell you how this is going to end. I came here to tell you how it's going to begin.

The game will spawn 4 monster types generally for an area.
In addition to the idea Zhoul threw out there, I have gotten more monster types to spawn by adding monsters to the "U" columns (for uniques) and setting the UTotal column to the number of entries I put in there.
That way, you will generate your four base monster types, plus a random sampling of uniques and their minions. You could easily generate 8 different monster types if you set the number of uniques to spawn at 4.

The Frost. Sometimes it makes the blade stick.
