I know that if you use the D2Mod System and have the Utility Plugin active, one of the params allows you to set what act and level you start Diablo II On.
For instance, you could start in Act 3 at level 50 , or you could set it up to start act 5 at level 99, or any combination inbetween.
This is also a standard feature in unmodded Diablo II, but the levels are set to a specific value (1,15,20,26,33).
To activate this feature, just add -act# (# = 1-5) to the shortcut target line:
"C:\Program Files\Diablo II\Diablo II.exe" -act5

The Char Start d2mod plugin can do it. However, you'll need to set experience, skill/stat points as well. The plugin won't do those if you just change the level.

you can also give them a pot that gives 1 exp short of the req exp for lvl 99(use pspell 4) btw only -act 2 to -act 5 work -act 1 won't do anything

I think that is possible give character an potion, which gives experience when dring (if you will put it as starting item, new created lvl 1 character can drink it and voila! will be level 99 O_O)
and the second, the -act x is parameter, like -w (to run in window)

How could I edit a potion to have it give experience?
Edit : I gave it 500 experience on the elixer and it works but it doesn't level me, same for 501. However when I set it to 3520485253 or 3520485254, it has no effect. Is there something other than the experience stat that I should be using?
I've also tried using the level stat but you do not receive credits from leveling (life/mana/stamina per level, stat/skill points).

The portiona can't level you up. If you have the experience you need for the next level, or more experience, you have to kill a monster, and when you level up to the level you have experience for.

When I set it to give 3520485253 experience, the potion becomes unuseable.

You can't right click, and when drink it anymore, or you get non experience points from it when you are drinking it?

I right click it, it makes the noise but has no effect and the potion stays there.
I split it up to give 1 billion exp per potion and used 4 as a solution.

The potion method uses the calc1 field which takes a 32-bit signed value or formula.

Yeah, I just noticed if a level 99 used it they lose experience, is there anyway to make them undroppable or unusable to characters who aren't level 1? Or cap the amount skills/stat points that are allowed to be used?
Or any other method to prevent rolling back levels?

1/ Don't drink it at level 99.
2/ Cap the value. (stat('level'.accr)==99)?(exp_bonus):0
If you want to cap the amount of skills/stat points then you need to use dummy stats as counters (check the tutorials) .
