The Hardcoded way would be to do it via CodeEdit.
Softcoded i would disable all quests from the game and give every starting character Potions with XP, Skill Points, Life and Resistance (equal to what u could get from quest). Especially for Leveling u have only to reduce the needed Exp to 100 or something to Level-Up very quickly. If u need help with anything like this, i could help you out if u like.

Depending on your version, you can achieve a portion of this.
There is a plugin for v1.10 that allows you to set the value of various stats. So you could set the characters experience and level at creation. As for quests and waypoints, you will likely need a hard edit but you could try -act5 on your start up. IDK what the game does other than starting you in Harrogath. You'd have to test.

Sorry to shatter your dreams, but mods do NOT work on official servers ...

That would be considered illegal cheating and your account would be suspended

There is a difference between Modding and creating Hacks. You can't Mod on East Realms besides of doing Hacks which call people "Mods".
You should google to see yourself what the difference is.
