Character Level problem...need your help! thank you!

I am a newbie here and I enjoy doing with my own diablo2 mod very much. Here is my question: when I use a 10000 level experience.txt, in game, the character can reach that high level. But in the character select screen, the level of character is only 16. Anyone can teach me how to change it to the right level ? Thanks a lot.. Ps: I can not do code editing work now..
