Teleport Shrine & specific item in a ds1

Hello Modding community!

Is there a way to change the shrine effect to grant a specific skill for some duration?
i.e. a teleport shrine which gives you teleport for a minute.

I found a little bit of shrine changing in the forum but never saw how one actually does it.

another question if this does not work:
is there a way to place a specific item on the ground in a map?
