Why did magiic items always drop in max level?

Why did magiic items always drop in max level?

I reseted TreasureClassEx.txt and delted so many row.
And now the monster always drop lv99 magic item(Just weapon and armor).
What problem with this?

I fixed this.The itemlevel i set lv99 and aotomagic i set levelreq.So this always drop lv99 magic item.
