Is it possible to copy over skill changes in mod servers to single player?

Is it possible to copy over skill changes in mod servers to single player?

Mod servers like Path of Diablo has some very good changes (e.g. huge buff to Hydra, as well as completely changing some skills), I was wondering if it's possible to copy over these changes to vanilla single player D2 with PlugY/Basemod installed? I assume the changes are stored in some files locally?
