Char level requirement for vendor upgrades

Char level requirement for vendor upgrades

Does anyone know where the code is for the level check that is done to enable vendor items to be upgraded in nightmare and hell? I believe in vanilla you have to be level 26 to see the upgraded items in nightmare - I want to change that.
