How to let a new character born with an unique charm?
I know it can born with a box or a weapon,but it sames that a character can not born with a unique misc.

Starting items will always be normal quality. You could create a new item, set "unique" to 1 and then create a unique version of that item. I don't know if this works, but I don't think so. You could ofc code edit the function that creates starting items, try to look in code editing forum probably someone got the same question solved there.

Cube recipes are nice, but carry1 does not work with them.

A good solution is dropping a charm from an early monster like Bishibosh or Corpsefire.

unfortunately that doesn't really work as intended either, as upon creation the game will set ilvl to 1, and delete the stat list, leaving you with an item that only has a gold name.
the only way to get around that is to code edit, the locations have been posted for 1.10.

Like everyone else suggested you will need CE to acheve this.
