Crafting affixes 1.13c

Does anyone know where the code that determines the number of crafted affixes in 1.13c?

The affixes are spread across Cubemain.txt and the crafted quality init function; I don't have a 1.13c address for you, however in 1.10 this is D2Game.0x6FC53CD0.

I didn’t say quite what I meant; I was looking for the code that controls the 1-4 rare affixes in crafts;
Was that the section you posted or the 0-3 crafted mods?
Are the crafted mods in cubemain.txt considered affixes or stats?
