Question about using your links

Hello. I wanted to ask, if am I allowed to use your site's links to some files. But before, what is done:

There are links to some of mods, but besides, there is a note "File host: dload.php?action=download&file_id=1316"
There is an official note, that files from my site (there are only links) are coming from FilePlanet service, and these links are your property (given also note: these files are property of "The Phrozen Keep")

Is it hotlinking? Do you allow me to do so?

I don't have a problem with it although I'd ask you use this:
dload.php?action=file&file_id=1316

instead of this:
dload.php?action=download&file_id=1316
