It's a secret, you're supposed to figure it out for yourself. 
The stats and rune requirements should be useful hints though.
For example, it has enhanced damage, which only appears on weapons.
It also needs four sockets, so that should rule out most (all?) one handed weapons.
Another thing to remember while you test various base items is that sacred items are special.
I don't know if this is one of the cases where that matters though, but it might be.
